Background of the Project
The Government of Dominica through the Dominica Water & Sewerage Company Ltd, is implementing a Water Sector Strategic Development Plan, WSSDP, which is funded by the Caribbean Development Bank (CDB), through the United Kingdom Caribbean Infrastructure Partnership Fund (UK-CIF) aimed at making the water sector more resilient, robust and appropriate, both physically and organizationally. The WSSDP has two main components as follows:

(i) Building a resilient and efficient water supply and sanitation system which includes water supply and wastewater.

(ii) Strengthening Dominica’s institutional capacity for resilient water resources management which includes capacity strengthening at the institutional level of the company but also at the level of the Ministry of Housing and Urban Development for water resources monitoring.

Dominica water supply infrastructure and system are vulnerable to extreme weather events, including tropical cyclones. Dominica was severely affected by Hurricane Maria in September 2017, leading to long lasting deterioration of the water supply and wastewater management service levels. Outside of these extreme events, heavy rainfall events are happening more frequently causing an increase in turbidity which degrade water quality, causing shutdowns of sections of the water system.

Project Scope and Outline
The proposed project includes the construction of new intakes, rehabilitation of existing ones, the construction of new water treatment plants and storage tanks. It also includes the improvement of distribution networks and expansion of existing supply lines. Rehabilitation of irrigation intakes and pipelines, inter-connection of water areas, construction of wastewater treatment plants and sea outfalls are also included.

A total of fifty communities along the west and east coast, with a total population of 38,879 consisting of 16,412 male and 18,467 female (2011 Population census) will benefit from the water projects. Of these, four (4) communities will benefit from the wastewater project: Castle Bruce, Calibishie, Salisbury, Grand Fond/Morne Jaune/Riviere Cyrique
